ROXBURY, N.J. — A dispute has emerged between federal immigration officials and local leaders in Roxbury Township over whether U.S. Immigration and Customs Enforcement has purchased property in the Morris County community for use as a detention facility.

The controversy began after the U.S. Department of Homeland Security (DHS) publicly stated that ICE had acquired a large warehouse property in Roxbury as part of efforts to expand immigration detention and processing capacity. Federal officials indicated the facility would support enforcement operations and could bring economic benefits, including jobs and local tax revenue.

However, Roxbury Township officials say they were never formally notified of any confirmed sale and dispute the claim that ICE has completed a purchase.

Township Leaders Say No Sale Confirmed

Local officials said they first learned about the reported acquisition through media coverage rather than direct communication from federal authorities.

Roxbury municipal leaders stated that no deed transfer, signed contract, or formal documentation confirming a sale has been presented to the township. Representatives of the warehouse’s ownership group have also reportedly indicated that no finalized agreement has been executed.

Officials acknowledged, however, that federal authority may limit the township’s ability to block a facility outright if the federal government proceeds.

The reported purchase has drawn criticism from several New Jersey political leaders.

Members of the state’s congressional delegation, including U.S. Senator Cory Booker, publicly condemned the reported move and called for clarity from DHS regarding the status of the property. Critics argue expanding detention capacity raises humanitarian and policy concerns.

Meanwhile, supporters of federal enforcement policies argue that immigration enforcement falls under federal jurisdiction and that ICE has the authority to secure property for operational use.

Federal Authority vs. Local Control

The dispute highlights a broader tension between federal immigration enforcement powers and local opposition.

Under the U.S. Constitution’s Supremacy Clause, federal law generally takes precedence over conflicting state or local laws. However, local governments maintain authority over zoning and certain land-use matters, which can complicate development plans.

In Roxbury’s case, the key question remains whether a finalized purchase has actually occurred and, if so, how federal plans would move forward amid local resistance.
